Dr. Stuart Van Horn is the Chancellor of the West Hills Community College District. He brings 32 years of community college service to the position.
He previously served as WHCCD’s Vice Chancellor of Educational Services and Workforce Development, wherehe led the implementation of strategies and direction of efforts for the following WHCCD departments: Educational Services, Workforce Development, Curriculum, Child Development Centers, Categorical funding and Grants, State and Federal programs, Information Technology, MIS reporting, and Westside Institute of Technology.
He also served as Interim President of West Hills College Coalinga from August 2016 to January 2017, where he oversaw the college operations, administrative teams, and accreditation efforts.
Before joining WHCCD, Van Horn served as Dean of Instruction at Folsom Lake College from 2005-213. Prior to that, he served as Associate Commissioner of the Community College League of California’s Commission on Athletics (COA) for nine years. While in that position, he created the system wide corporate business and partnership platform, founded the COA Sports Festival, and coordinated development and launch of the COA’s first World Wide website and the COA’s Annual Convention.
Van Horn’s other experience includes serving as Director of Public Information Services of the California Association of Community Colleges (known today as Community College League of California), Director of Community Relations at Mt. San Antonio College, and Senior Vice President of The Resource Group, an economic development entity, where he consulted 42 community colleges in California in program development and labor market acquisition projects. He began his professional career as a news anchor for an NBC News affiliate in Montana shortly after receiving his Bachelor’s Degree from University of Great Falls, MT, a small NAIA college in Montana. He received his Associate of Arts degree in 1980 from Orange Coast College in Costa Mesa, CA.
